Our Client is a GP Surgery in St Helens CCG looking to recruit an experienced GP Practice Manager.  

Job Summary

To manage and coordinate all aspects of practice functionality, motivating and managing staff, optimising efficiency and financial performance, ensuring the practice achieves its long-term strategic objectives in a safe and effective working environment.  Through innovative ways of working, lead the team in promoting Equality, Diversity & Inclusion, and Quality & Continuous improvement, Confidentiality, Collaborative Working, Service Delivery, Learning and Development and ensure the practice complies with CQC regulations.

Job Responsibilities
The post holder will work with members of the Team to ensure that the key tasks of the post are attained:
Primary Health Care Team
  • To coordinate and promote good communication between all PHCT members.
Personnel Management
  • To be responsible for staff employment including the assessment of practice staffing needs and employment contracts
  • To be responsible for the appraisal, training and staff development of the reception and admin team.
  • To be supportive of staff with respect to work/life balance and welfare
Finance and Accounts
  • To deal with matters relating to finance including payment of invoices, submission of invoices, practice income and expenditure, payroll, PAYE, NHS / NEST pensions, financial contracting and petty cash.
  • To maintain accurate financial records and prepare accounts for submission to practice accountant
Support Services
  • To ensure efficient administration of all practice systems, secretarial and reception services for the practice, including the organisation of staff rotas and locums.
Information Technology
  • To lead the Practice in using an efficient IT system within the practice that will meet the changing needs of the practice including the following:
    • The provision of accurate and easily retrievable clinical data
    • The provision of efficient clinical and service audit
    • Monitoring practice performance for contractual and finance purposes
    • Supporting efficient patient services (e.g. appointments)
    • Supporting secretarial services
    • Supporting all aspects of practice management
  • To encourage and support all staff in developing their IT skills
  • To advise on and to supervise the supply and maintenance of hardware in conjunction with the CCG
  • To facilitate the move to an electronic patient record including integration with other electronic records and including the national electronic patient record
  • To ensure the practice conforms to the requirements of the Data Protection Act and any subsequent acts or amendments.
  • Supervise the preparation of the appointments, searches, data recording, and other upgrades as necessary. 
  • Knowledge of Windows, Excel, PowerPoint, Internet and E-mail systems administration.
Practice Performance and development
  • To support the monitoring of practice performance with specific reference to the new General Medical Services Contract, Quality & Outcomes Framework and National Service Frameworks.
  • To use the information obtained to facilitate PHCT development to provide high quality health care
  • To keep abreast of NHS changes and contribute to practice discussion regarding implementation
  • To encourage the ongoing development in the respect of future needs
Clinical Governance and Performance/Quality Management
  • Manage the audit programme, working closely with clinicians
  • Prepare practice for any external inspection visits
  • Prepare practice for training visit
  • Personal development of all staff
  • Significant event analysis/critical incident appraisal
  • Maximise QOF
  • Ensure practice performs at required levels and meets all associated targets including cytology, child immunisation and flu vaccination levels.
Patient Services
  • To inform patients about the services provided
  • To deal efficiently and sensitively with patients’ concerns, enquiries and complaints
  • To ensure a smooth running appointments system including management of access and capacity issues
  • To audit the provision of patient services (e.g. access, repeat prescribing) and to implement necessary changes identified
  • Encourage patient involvement, establish and maintain Patient Participation Group. Establish effective relationships with other stakeholders, handle media enquiries.
  • To oversee building maintenance including assessment of needs, planning and coordination of repairs, servicing etc.
  • To oversee management of premises

General Management and Governance
  • Ensure compliance with all statutory and legal obligations
  • Effect and maintain Practice insurance policies; public and third party liability, employers’ liability, premises and equipment
  • Ensure security of personnel and property
  • Be responsible for supplies, both medical and administrative
  • Liaison with local PHCT
  • Ensure Practice up-to-date with all new developments
  • Update intranet and website
  • Organise and participate in practice and staff meetings
  • Leading change and continuous improvement initiatives; coordinating all projects within the practice
  • Deputise for the partners at internal and external meetings
  • Act as the primary point of contact for NHS(E), CCG, community services, suppliers and other external stakeholders
